Rep. Steve King (R-Iowa) fired up the crowd at Thursday's Conservative Political Action Conference with red-meat rhetoric the right loves to hear.

YIXING, China — For most of her life, Shen Ying was disappointed by the world she saw around her. She watched China’s economic rise in this small city in the Yangtze River Valley, and she found a foothold in the new middle class, running a convenience store in a strip mall. Every couple of days, Sinclair Browne fights through traffic in Times Square, squeezes his delivery truck into a parking spot, walks up four flights of stairs and delivers groceries to a guy whose order he knows by heart. “I’m fast,” said Mr. Browne, slicing his hands in the air, ninja style. “In and out, in and out.” Delivering food requires military precision: Bananas can’t get cold. LONDON — The doorbell woke Yassin Adam just before 1 a.m. A neighbor was frantically alerting others on the fourth floor of Grenfell Tower about a fire in his apartment. “My fridge blew up,” the man shouted. Residents of Grenfell Tower had complained for years that the 24-story public housing block invited catastrophe. It lacked fire alarms, sprinklers and a fire escape. It had only a single staircase.
