The Rules Committee has voted in favor of sending an amendment to the House floor that would prohibit Pentagon funding from being used for medical care related to gender transition. The committee’s decision sets up a Thursday fight on the House floor over transgender rights in the military and, possibly, more broadly. A feud has erupted inside Washington’s most powerful business lobby. The U.S.-India Business Council’s (USIBC) board of directors voted 29-0 last week to cut ties with the U.S. Chamber of Commerce. The group’s members include hundreds of corporate giants and high-powered firms. While it cites disagreements over the structure of the council as a reason for the split, the Chamber says the vote will not be recognized because the USIBC has no legal right to separate.  The argument centers on whether the council is essentially responsible to the Chamber.

Freedom Partners Chamber of Commerce, a group backed by wealthy GOP donors Charles and David Koch, launched ads on Thursday urging members of the House Ways and Means Committee to give up on the Republican border-adjustment tax proposal. Among the lawmakers targeted in the digital ads are Ways and Means Chairman MORE (R-Texas) and tax-policy subcommittee Chairman Peter Roskam (R-Ill.), who support the proposal to tax imports and exempt exports. The border-adjustment tax (BAT) was a key part of the tax-reform plan House Republicans released last year.
